Born in Tsingtao, Shandong in 1931, Chang graduated in the performing arts from Taiwan’s prestigious military school (now known as Fu Hsing Kang College). He has worked as continuity, assistant director and editor in the China Film Studio.

After directing a few Taiwanese dialect films, Chang made his Mandarin directorial debut in 1962, and was acclaimed for his work in Dodder Flower. He is a two-time winner of the Best Director in the Golden Horse Awards, with From The Highway and Heroes Of The Eastern Skies.

Chang set up his own film company in 1971, and later joined Shaw Brothers and founded another film company ”Tseng Chai” in 1974.
