One of Hong Kong's largest administrative districts the North District has four parts: Sheung Shui, Fanling, Sha Tau Kok and Ta Kwu Ling. It also touches the northern boundary of Hong Kong and is separated from Shenzhen by a river. This is one of the regions where rural features are best preserved. The early settlers in the North District were mainly farmers but nowadays rural areas are gradually replaced by residential blocks and commercial developments.
The Main Building of the former Fanling Magistracy in Fanling, New Territories, was built in 1960. With the development of the northern New Territories, the needs of the court increased and it was necessary to build a sizable, fully equipped new venue. In 2002, a brand new Fanling Law Courts Building opened and the old building has been empty ever since. In 2009, the Council invited businesses to use the court building. In 2010, the Antiquities and Monuments Office officially classified it as a Grade III historical building.
In Hong Kong movies it is not difficult to find traces of the old court as a location of choice. In Infernal Affairs 2, the court is used as a double for the West Kowloon Station. In the SPL, the court became the Western Police Station too. In Written By, the court was transformed into Tony’s (Lau Ching Wan) home.
