An international underground criminal organization smuggles at sea an extremely destructive high tech advanced equipment that can disrupt advanced nations' defense systems. Fu and Gwai work undersea and mistake this smuggled good for hidden treasure and secretly notified the police. The criminals in a panic abandon the good at sea. Fu and Gwai dive into the sea and pick up the good. When the criminal leader discovers the equipment is stolen he is enraged and swears to eliminate anyone who has any contact with it.
